The broker’s national best-interests duty requires an individual assessment and gives the consumer priority when interests conflict. ACT Revenue’s current Home Buyer Concession Scheme says eligible transactions from 1 July 2026 can receive a conveyance-duty exemption, with no income threshold, but applicants still need to meet ownership, buyer, occupancy and other requirements and self-assess eligibility.
The transaction date is generally tied to the purchase agreement, not simply settlement. A lead form can ask whether all buyers have reviewed the official criteria; it cannot certify the concession or add it automatically to serviceability. Belconnen, Gungahlin, Tuggeranong and Woden Valley can generate house, unit, land and established-home scenarios, and each needs the property and contract path identified.
Refinance comparisons must include remaining term and switching costs. Duty, Crown lease, legal and ownership questions stay with ACT Revenue and the buyer’s legal adviser, while the broker assesses regulated credit options.
