ACT Government guidance says hairdressing businesses do not need an operating licence solely for hairdressing, while the Health Protection Service can investigate public-health complaints and publishes infection-prevention standards for personnel, equipment, premises and workplace practice. The ACT business-starting guide also identifies extra planning considerations for some home hairdressing businesses, including customer vehicle movements, tenancy and unit-title conditions. Advertising should preserve those distinctions.
A commercial salon cannot claim government endorsement merely because no hairdressing licence is required, and a home salon should not promote unrestricted traffic or access before checking its actual conditions. Belconnen, Gungahlin, Tuggeranong and Woden Valley can behave like separate local markets for recurring services. The campaign should use the real salon address or mobile zone, accepted services, practitioner capacity and accurate parking or accessibility details.
The form can ask about current hair, desired service, prior chemicals, preferred district and timing. The salon then decides whether the client needs testing, a consultation, deposit or alternative recommendation.
